The battle to provide space-based internet in the Indian telecom sector has intensified between Reliance Jio and Starlink, owned by the world's wealthiest entrepreneur, Elon Musk. At the India Mobile Congress (IMC 2026), Jio made a groundbreaking announcement, unveiling the comprehensive roadmap for its major space project. Jio is gearing up to extend its internet network beyond terrestrial mobile towers and fiber cables directly into space. To achieve this, the company has proposed to the government the deployment of approximately 1,600 satellites in space and the construction of 23 ground stations across India.
Jio has termed this entire initiative "Sovereign Satellite Connectivity." Its primary objective is to deliver high-speed internet to the country's remote and mountainous regions, where laying traditional cables or erecting mobile towers is commercially and geographically extremely challenging.
**Aiming to connect over 600,000 villages**
Jio's satellite network will operate using approximately 1,600 state-of-the-art small satellites orbiting in Low Earth Orbit (LEO). To link these space-based satellites with terrestrial networks, the company will establish a robust infrastructure comprising 23 high-tech ground stations across the country. Jio aims to provide unlimited, high-speed internet connectivity to remote islands (such as Andaman & Nicobar and Lakshadweep), high-altitude mountainous and snowy border areas, over 600,000 villages, and maritime regions.
**Technology to work in tandem with mobile towers and cables**
Jio is positioning this satellite network not as a standalone service, but as a complement to its existing, robust mobile and fiber networks. Under this vision, Jio is preparing to provide direct satellite-to-mobile calling and messaging services—without the need for a SIM card or terrestrial network—to rural and unconnected areas. Beyond serving large corporations, this sovereign network will provide a security shield for sectors such as aviation, the navy, national security, disaster management, and the Indian defense forces.
Jio aims to develop the entire value chain—including design, engineering, integration, testing, satellite launching, and overall operations—100% within India, thereby permanently eliminating dependence on foreign companies.
**Security Clearance Hurdles for Starlink**
Jio’s major announcement comes at a time when Elon Musk’s Starlink has been awaiting necessary security clearances for its commercial launch in India for several months. Musk recently alleged on the social media platform X that an unidentified "elite class" in the country was obstructing Starlink to protect their market monopolies.
The Ministry of Communications has categorically rejected these allegations, clarifying that India adheres to fair and non-discriminatory regulations for all players. The government stated that Starlink, Jio Satellite, and Bharti Airtel-backed OneWeb are all at the same regulatory stage regarding security clearances and spectrum allocation. While Starlink holds a GMPCS license, it still awaits final approval from IN-SPACe to commence operations. Meanwhile, Starlink has also made significant groundwork preparations for India; SpaceX Vice President Lauren Dreyer stated at the IMC that Starlink has established 20 gateway sites in the country and customized security controls to ensure that Indian user data remains within national borders.
The future in India could well belong to satellite internet, though its greatest benefits will likely reach remote and underserved areas. However, this will connect millions of users—who are currently facing difficulties due to the lack of internet access—to the online world. Apart from Jio, companies like Starlink, Airtel, and Amazon are also preparing for this; however, they are all currently awaiting government approval.
