Chhattisgarh news: Chief Minister Vishnu Dev Sai has said that to ensure the quality and ease of education, the state government has concluded the process of rationalization with complete transparency, sensitivity and policy-based views. He clarified that no post of teachers has been abolished in this process, but the education system has been more strengthened and organized in accordance with the provisions of the Right to Education Act, 2009 and National Education Policy-2020.
The situation before rationalization in the state was extremely unbalanced. There were 211 schools with 0 recorded numbers in the state, some of which were also posted teachers. In addition, 453 primary, pre -secondary, high school and higher secondary schools were teachers without teachers. Also, 5936 schools were single educational, including all level schools. This situation was undoubtedly affecting the quality of education.
On the other hand, some primary schools saw an excess of unfair teacher-number-more than 15 teachers in 8 primary schools, 10 to 14 teachers in 61, and 6 to 9 teachers in 749 primary schools. The same imbalance at the pre -secondary level was – 15 or more in 9 schools, 10 to 14 in 90, and 6 to 9 teachers in 1641 pre -secondary schools.
Primary, pre-secondary, high school and higher secondary schools were operated in separate administrative control in the same campus at many places in the state, which also led to complications in management. Along with this, schools with less than 10 records in rural areas were operated parallel to other schools located less than 01 kilometers. This condition was even more densed in urban areas – short -range schools were employed less than 500 meters. Realization was necessary to abolish this inequality and apply the objectives of the National Education Policy 2020 and the Right to Education Act 2009 to the ground.
First phase – adjustment of schools
In the first phase of this process, rationalized schools were selected at the development level based on the criteria and instructions set by the government, which was sent to the government after testing and recommendation by the district level committee. Based on this, a total of 10538 schools were rationalized, in which 10372 schools operated in the same campus, 133 rural areas 01 km. Less distance schools, and 33 schools of 33 urban areas are less than 500 meters distance.
Second Phase – Teachers’ rationalization
The identification and calculation of the teachers for rationalization of teachers was done under the provision of National Education Policy-2020 and Right to Education Act-2009 at primary, pre-secondary, high school and higher secondary level. These teachers were adjusted through counseling process in schools with teachless, single educational and subject -wise.
As a result of the process of rationalization, a total of 15165 teachers and principals were adjusted, which has made 453 teachers without teachers in the past fully become completely teachers. Out of 5936 single educational schools, only 1207 primary schools are due to teacher non -availability. Chief Minister Sai also clarified that no post has been abolished in this process, but the required teacher number for each school has been determined in proportion to the numbers recorded according to the Right to Education Act 2009. Chief Minister Sai said that if there is an increase in the number of records of any school in future, then the arrangements of teachers will be done according to the approved posts.
