New Measures Against Older Vehicles in Delhi

Vehicles that have exceeded their 15-year lifespan will face strict measures in the national capital, as the seizure of End of Life (EOL) vehicles is set to commence on July 1. This initiative, introduced by the Commission of Air Quality Management (CAQM), targets EOL vehicles parked in public areas or at fuel stations. Owners of these vehicles will incur a fine of ₹10,000, while two-wheelers classified as EOL will face a penalty of ₹5,000.

Criteria for End of Life Vehicles

Any petrol vehicle older than 15 years from its registration date and diesel vehicles exceeding 10 years will be categorized as EOL. The CAQM has indicated that these vehicles will not be permitted to operate. All confiscated vehicles will be directed to registered scrapping facilities. If an owner wishes to relocate their vehicle outside Delhi, they must obtain a No Objection Certificate within a year of the vehicle's registration expiration.

Expansion of Regulations to Other Districts Five Additional Districts to Implement Similar Rules by November 1

While the Delhi government is set to enforce these regulations starting July 1, five neighboring districts with high vehicle populations will adopt similar measures by November 1. These areas include Gurugram, Faridabad, Ghaziabad, Gautam Budhnagar, and Sonipat. Reports indicate that fuel stations in these districts will install Automatic Number Plate Recognition (ANPR) cameras and will deny fuel to any EOL vehicles beginning April 1, 2026.

Ongoing Enforcement and Reporting

Enforcement agencies will conduct regular operations to remove EOL vehicles from public spaces in Delhi, providing daily reports to the department for submission to the CAQM. Vehicle owners will be prohibited from moving their vehicles out of Delhi without a No Objection Certificate within a year of the vehicle's expiration date.

The Scale of EOL Vehicles in Delhi Delhi's EOL Vehicle Statistics

According to data from the CAQM, Delhi currently has approximately 6.2 million EOL vehicles, with 4.1 million of these being two-wheelers. Other districts have reported nearly 4.4 million EOL vehicles.
